Not "You're cute." Not "You're attractive." Not "You're pretty." But "You're beautiful."
Most effective when it's unexpected and, of course, sincere.

What about "you're so sexy"? Is that an appropriate compliment? It's especially sincere if she's wearing a low-cut summer dress. (Note: This is a serious question).

Of course it's appropriate, especially if she's a Vegas hooker named "Candy."
Kidding. I wouldn't say this to a female colleague or random gal; only to someone I've been dating for at least a week or so.
And, it's still not as nice as "You're beautiful."
